Early Life and Education
Steven Shulman grew up in Miami Beach as the son of an immigrant. At first, his life was marked by drugs and rock ‘n’ roll; ultimately leading him to two years in state prison before finding success through hard work and honesty.
Shulman currently oversees relations between UIAC and Jewish agencies both internationally and locally, as well as federations system leadership across Canada and professional and volunteer leadership in Canada’s Jewish communities. Additionally, he works closely with its Board and Committees while supervising international operations of UIAC.
Before joining Magellan Health Services as chairman and chief executive officer, Shulman held senior roles at Value Health Inc. He also was managing partner of Shulman Family Ventures a healthcare private equity firm; additionally he held key positions at Cigna Corporation and Kaiser Permanente.
Professional Career
Steven Shulman specializes in researching the causes and consequences of nationalism and national identity in Ukraine, where he has also taught and conducted fieldwork.
As part of his undergraduate degree at University of Redlands, he served as a congressional intern in the US House of Representatives. Later, while attending UNLV’s William S. Boyd School of Law for law studies, he earned the CALI award by finishing first in Constitutional Law II class.
He has successfully handled various complex real estate issues, such as rent overcharges, demolition, non-primary residence succession and nuisance cases. Furthermore, he is experienced with handling high stakes antitrust matters as well as white collar criminal litigation cases. Currently a pro bono partner at Akin Gump Strauss Hauer & Feld where he heads their worldwide pro bono practice.
Achievement and Honors
Steven Shulman serves as President of United Israel Appeal Canada (UIAC), providing oversight and direction of philanthropic funds raised from Canadian Jewish Federations and communities for charitable projects in America, Israel and elsewhere overseas. Working in collaboration with both federation leadership as well as community center leadership he ensures maximum support is received across Canada for charity work undertaken within our global Jewish community.
Shulman collaborated with Oakland teachers during his doctoral studies to design alternative teacher assessments that utilized teaching portfolios as alternatives. Additionally, he served as a McDonnell Foundation Postdoctoral Fellow on Stanford’s Evaluating Communities of Learners Project.
Shulman recently bestowed one of the highest honors a professor can receive by endowing a faculty chair at Stevens. This chair will focus on innovation and how AI is revolutionizing workplace practices, while Shulman also contributes financially to Cleveland Clinic Digestive Disease Center.

As a sole practitioner, Steve has established an impressive network of attorneys within the legal community to best meet his client’s legal needs when they go beyond his areas of expertise. Many clients rely on him as their go-to resource when something unexpected comes up requiring legal attention.
Shulman served as Ontario Regional Director and National Associate Director, Community Relations and Counsel at UJA Federation of Greater Toronto. In this capacity, he advanced advocacy and public affairs interests of Canadian Jewish federationss and communities.
